Andrzej Zoll


consultant for the application of the results of research programmes for the development of doctrine of criminal law and projects of criminal policy.
Director of the Chair of Criminal Law at the Faculty of Law of Jagiellonian University. He is the author of about 200 works in the field of criminal law, constitutional law and philosophy of law. He is a vice President of the Commission for the Reform of Crimal Law and the co author of the project of the now being in force Penal Code of the Republic of Poland of 1997. He was a participant from the side of Solidarity Movement of the “round table” talks in 1989 which led to the democratic transformation in Central Europe. In the first in Central Europe real parliamentary election after the fall of communism which took place in Poland in June 1989 he was the deputy President of the Electoral Commission.
From 1990 to 1993 he was the first President of the Electoral Commission in presidential and parliamentary elections. From 1989 till 1997 he was judge of the Constitutional Tribunal of the Republic of Poland, from 1993 till 1997 he was the President of the Constitutional Tribunal of the Republic of Poland . From 1998 till 2000 he was the President of the Legislative Council of the Prime Minister of the Government of Republic of Poland. In 2000 the Polish Diet (Parliament) elected Prof. A. Zoll for the post of Polish Ombudsman (the Parliamentary Commissioner for human rights) for the term of office 2000-2006.
He was decorated with the Commander’s Cross of the medal of the Revival of Republic of Poland, the Great Cross with the Star of the Federal Republic of Germany, Great Medal on the ribbon of the Republic of Austria, Medal of the Great Duke Gedyminas of the Republic of Lithuania. He is doctor honoris causa of Universities of Mainz and Vilnius, and of Medical Academy of Wrocław. He is also laureate of the Alexander Humbolds Prize for his achievements in criminal law and in stregthening democracy.
